Salary
$93,342 to $104,459 per annum (based on 70 hours per fortnight), plus superannuation and a 9-day fortnight. Appointed salary in this range will be based on skills, qualifications, and experience.

About the role
As Active Transport Officer within Council’s Infrastructure Planning Branch, you will play a key role in shaping a more sustainable and connected Hornsby Shire.

You will lead the planning, development, and delivery of Council’s Active Transport Program, implementing long-term strategies to create safe, accessible, and integrated walking and cycling networks. The role involves identifying and prioritising key links, coordinating feasibility studies and concept designs, and preparing business cases and funding submissions.

Working collaboratively with internal teams, community groups, consultants, developers, and agencies such as Transport for NSW (TfNSW), you will integrate active transport outcomes into land use and infrastructure planning, promote sustainable travel, and support the achievement of Council’s Net Zero Target.

This role offers an opportunity to apply your planning, analytical, and project management skills to deliver healthier, safer, and better-connected communities across the Hornsby Shire.

Position requirements

Essential Qualifications & Licenses 

  • Transport Engineering, Urban Planning, or a related discipline.
  • Current Class C Driver’s Licence. 

Essential Experience & Skills 

  • Demonstrated experience in active or sustainable transport planning, design, and related project delivery.
  • Strong understanding of active transport principles, Movement & Place Frameworks, relevant Austroads and TfNSW guidelines, and road safety standards.
  • Proven ability to analyse transport data, identify missing links, and develop evidence-based recommendations.
  • Experience preparing concept designs, TIAs, cost estimates, and/or funding applications for walking and cycling infrastructure.
  • Effective communication and stakeholder engagement skills, with the ability to collaborate across multidisciplinary teams and external organisations.
  • Strong problem-solving, prioritisation, and project coordination skills with attention to detail and sound judgement.
  • Excellent written and verbal communication skills, including the ability to prepare professional correspondence and reports.
  • Knowledge of WHS, local government procedures, and statutory frameworks relevant to transport planning and infrastructure delivery.

Desirable 

  • Experience delivering active transport or place-based projects from concept to construction.
  • Proficiency in GIS or spatial mapping tools to support data-driven planning.
  • Understanding of funding programs, business case development, and grant application processes for active transport projects.
  • Experience in promoting sustainable travel and building community capacity in active transport modes.

Probity Requirements
The successful applicant will be required to provide proof of qualifications, right to work in Australia, and hold a valid Class C Driver’s Licence. Pre-employment checks will be undertaken in accordance with Council policy.
